For the most part, our neighborhood seemed to be pretty run down. But we were close to many things like the Saratoga Hotel, capitol, and restaurants. Plus our safety was never really an issue from what I could tell. The worse we might fear is petty theft if we were being stupid. But tourists are a protected resource, protected by the authority of the Cuban police.
